Job Summary
Supports HSE Manager in implementing the security programs and activities to protect people, assets, operations, and information in Malaysia BU. This includes overseeing all aspects relating to security including coordinating security program, security inspection/audit/investigation, closing out of actions from observation programs, inspections/audits or investigation, and providing security oversight and support to the BU.Position Overview
Primary Functions/Responsibilities:
- Acts as a single point of contact for security related matters and incidents and also serves as the security threat analyst for Malaysia BU, in coordination with the Security Manager - Asia, providing security intelligence analysis and support for the BU.
- Leads and administers the security programs and strategies for the BU. Conduct regular weekly reports and risk advisory updates on security related matters within BU operations.
- Assist the Security Manager - Asia to conduct Security Risk Assessment and Threat Assessments in-line with corporate standards and procedures.
- Coordinates with BU and functions for compliance with local security regulatory requirements, approvals and permits. This includes Majlis Keselamatan Negara (MKN) approvals for projects. Provide support in implementing company security policies, including the Security Management System, and conducts regular security Self Assessment program and supports Global Security audits.
- Assist BU on gazettement and maintain compliance of facility/installation as Key Point Installation from CGSO and acts as Security Officer under the requirement “Arahan Tetap Sasaran Penting”.
- Conduct investigations on security matters involving the company, including accidents, alleged or suspected improprieties and violations of the company’s Code of Ethics. Providing investigative assistance to the Legal Department including locating and interviewing witnesses and developing background information on subjects involved in litigation.
- Develop, review, update and implement security plans, country evacuation plan, local/asset security procedures, and security plans for specific projects as required which includes reviewing contractor’s security response plan.
- Maintain liaison with PETRONAS, government law enforcement and security agencies, private sector security companies and security departments from other companies within the energy industry. Attend security related meeting and discussion briefings conducted by PETRONAS or government agencies and represent BU for any security related workgroup or task force initiated by PETRONAS or government agencies.
- Assists BU sites with the implementation of physical and technical security systems and tools. Such as access control systems, security cameras, badging systems, etc.
- Acts as the system administrator for the security records management system (RMS). Including establishing and maintaining user ID’s and access privileges, performing forms modifications, assessing functionality alignment with business goals, compiling and extracting activity reports.
- Conduct or arrange for formal educational presentations on security-related topics, including, but not limited to: Personal Security Protection, Workplace Violence, Armed Intruder, Bomb Threat Response and Procedures, Travel Security, Business Ethics Conduct Guide.
- Provides support as needed for ConocoPhillips Regional Asia Security, ConocoPhillips Corporate Audits preparation, and other corporate departments.

- Actively participate in HSE initiatives and programs that include but not limited to, Safety Observations and HSE Trainings.
- Support company sustainability development (SD) initiatives and other environmental policies and practices.
Job Specifications:
- University Degree, preferably in Engineering / Science / Security Program
- Possesses recognized security management certifications and qualifications
- 10 years of commercial security preferable in upstream oil & gas industries, with a minimum of 5 years similar scope of work
- Possess experience and knowledge of supply base operations.
- Familiar with Malaysia law enforcement security agencies and Malaysia security regulatory requirements
- Possess experience and knowledge of MKN approval process for projects
- Possess experience and knowledge on gazettement of facility/installation as Key Point Installation from CGSO
- Experience with Security Threat and Risk assessments processes and associated application of mitigation measures.
- Strong experience in leading security investigations including cross functional investigation support with other functions eg. Supply Chain, Legal, Finance, HR
- Ability to travel frequently within BU operational locations including Sabah, Sarawak, and other locations as necessary
